We are now seeking a Chief of Party (COP) for an anticipated five year monitoring, evaluation and learning contract. The position will be based in Katmandu, Nepal. The ideal candidate is a solution oriented, resourceful, engaged, monitoring, evaluation, and learning (MEL) professional with USAID experience who wants opportunities to grow, advance, and shape the field going forward. They are a leader who wants to help improve how development is delivered and are passionate about data and learning.

 

Position description

The COP will provide guidance, leadership and oversight for a team of Nepali and international monitoring, evaluation and learning professionals. The COP will be the primary liaison with the USAID Mission in Nepal and will be the authority on the implementation of the contract. The COP will liaise with the head office for support on technical issues as needed. A senior leader – they can provide technical oversight on all types of MEL deliverables and also manage personnel, a budget and the safety and security of staff. They are equally comfortable with qualitative and quantitative data and have an interest in or talent for technology. They will lead the development of the company strategy and suggest new and innovative ways of working that are cost-effective. The period of performance is anticipated to be five years.

 

Duties and responsibilities

 

Technical oversight (80%)

  • Sets vision and strategy with the team and monitors the performance of the team(s).
  • Leads technical initiatives to systematize quality across the organization and supports the rollout of standard approaches.
  • Represents the company to USAID.
  • Serves as a thought leader and high-level representative for Itad to USAID.
  • Has ultimate accountability for the quality of work and client satisfaction for Itad projects they lead.
  • Works with team to strategically deploy staff and consultants.
  • Provides senior level technical and managerial support on projects, such as designing, conducting or managing evaluations, strategy consulting, learning agenda development, training, or other tasks as required.
  • Assists with trouble shooting and problem solving when the need arises including delivering services to the client when required.
  • Is comfortable with monitoring, evaluation and learning assignments.

 

Budget and personnel management (20%)

  • Mentors and supports the professional development of all staff and consultants, including

identification or development of internal learning opportunities.

  • Responsible for the budget, ensuring cost effective management, financial projections and systems to ensure proper use of funds.

 

Knowledge, skills and abilities

  • Recognized senior level expert in the monitoring, evaluation and learning sector with strong management and people skills.
  • Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills.
  • Solution-oriented and a nice person to work with.
  • Loves to learn and willing to experiment with new technology and new ways of working.
  • Technical expertise in one or more thematic sectors (such as health, democracy and governance, education, civil society strengthening, environment etc.) a strong plus.
  • Experience with financial management and managing contracts.
  • Conference presentation and/or publication record.
  • Ability to work in a fast-paced business environment.
  • Preference for experience as a Chief of Party.

 

Education and experience

  • Master’s degree in relevant field or Ph.D. in the Social Sciences.
  • 10+ years of experience in monitoring, evaluation, and management consulting in international development programs.
